We are looking for a positive, hard-working individual to join our Black Hills Energy team. The Pipeline Safety Professional will coordinate, implement and direct overall safety support services. Responsibilities include procedure/program, training, OQ verification inspections, program auditing, incident prevention and regulatory compliance.  Provide the technical resources to successfully implement, maintain, and improve a comprehensive best in class pipeline safety program.

SALARY RANGE:   $78,200 - $117,300 (Determined by the knowledge, skills and abilities of the applicant.)

REPORTING RELATIONSHIP:   Supervisor, Pipeline Safety Quality Management

LOCATION: This position may be located in Fountain or Castle Rock, Colorado.

ESSENTIAL JOB FUNCTIONS:

  • Continually partner with operations management along with federal and state regulatory agencies as the need arises through the normal course of business and during audits while implementing, and maintaining regulatory compliance tracking systems, reports, and correspondence for state and federal agencies along with Company policies.
  • Support recordkeeping/tracking system to supervise training, compliance needs, time critical requirements, incidents, regulatory reporting/incident posting in a manner that ensures regulatory compliance and supports the needs of the business units.
  • Develop, enhance and provide training programs to ensure both optimal operational pipeline safety readiness as well as compliance with all applicable pipeline safety regulations. Through Performing field construction and OQ audits.
  • Assist, lead, and coordinate presentations of appropriate pipeline safety procedures and training programs to field and office personnel and establish and maintain a pipeline safety presence by attending safety meetings, O&M meetings, conducting new hire pipeline safety training and performing field inspections of OQ tasks.
  • Assist in the development of pipeline safety flashes, bulletins, and similar awareness/notification items locally and in support of the corporate pipeline safety communications plan toraise/maintain front-line employee awareness and involvement in local pipeline safety issues via close interaction with local safety committees and safety chairs.
  • Advise on the development and maintenance of state pipeline safety policies and procedures in a manner that supports the business unit needs, while enhancing and driving a zero-incident goal.
  • Work with operations management and their assigned personnel to address compliance and pipeline safety issues and provide guidance and technical advice to managers, supervisors and field personnel tailored to pipeline safety needs, initiatives, programs and regulations. 
  • Lead, facilitate and participate with management and non-management teams in pipeline safety related projects and assist with development and revision of Gas O&M procedures along with other company standards as necessary.
  • Serve as a role model for the adoption and utilization of data-driven decision support tools & techniques within the organization by leading projects and providing guidance to more junior staff. and carry out all duties with a steadfast sense of integrity to exacting standards of professionalism. 

ADDITIONAL RESPONSIBILITIES:

  • Incident/accident notification to state and federal jurisdictional bodies.
  • Advise, teach, and counsel supervisors, superintendents and managers on safety requirements and appropriate protective measures to prevent incidents in current work activities, recommend options to accomplish corrective actions from safety issues, and complete appropriate outreach for damage prevention initiatives. 
  • Works closely with operations personnel at all levels internally and externally, while remaining visible in the field and as a partner with operations.

QUALIFICATIONS:

  • Minimum of (5) five years of relevant professional natural gas experience required. 
  • High school diploma or equivalent is required. 

KNOWLEDGE/SKILLS/ABILITIES:

  • Extensive technical and business knowledge in multiple utility subject areas/processes.
  • In-depth knowledge of Black Hills Energy procedures, federal rules and regulations as well as state rules affecting operational pipeline safety and compliance. 
  • Under minimal direction, perform work that is technical and varied in nature in accordance with federal regulations: Develops integrated solutions to resolve sophisticated business issues. May follow guidance of more senior staff. Recommends changes in procedures. Operates with latitude for action or decisions that go without review. Reviews overall compliance progress with management.
  • Strong communication, presentation, database, and digital literacy.
  • Intermediate to advanced proficiency in Microsoft applications, including but not limited to Word, Outlook, PowerPoint, Excel, and Access.
  • Develop and maintain a positive working relationship through effective written and verbal communication.
  • Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.
  • Ability to make decisions and prioritize in a multi-task environment with limited supervision.
  • Must be willing/able to provide safety support/services at varying schedules, often on short or emergency notice, to 24/7/365 operations.
  • Must be willing and able to operate company vehicles in the performance of duties.

Specific lifting abilities required by this job include: Light work. The employee is continuously moving about the job site or office space. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. If the use of reaching and moving controls exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level and occasionally outdoors in sometimes inclement weather. Worker may be subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height or close quarters. Willing to travel up to 10% (e.g. 2 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
