The Identity and Access Management Program Manager has overall responsibility for the day-to-day delivery, support, and continual improvement of Identity and Access Management (IAM) services provided by Enterprise Security. This role supervises a team responsible for all aspects of implementing, supporting and continually improving IAM services. 

SALARY RANGE: $95,350 - $157,300 (Determined by the knowledge, skills and abilities of the applicant)

REPORTING RELATIONSHIP:   Chief Security Officer

LOCATION: Our Company Headquarters in Rapid City, South Dakota.

  • Lead Identity and Access Management (IAM) Team in the design, implementation, administration, operation, and support of existing and new identity access platforms and systems across a hybrid enterprise.
  • Provide knowledge and guidance in managing the practice of Identity Access Management in a partnership between the Enterprise Security, Information Technology and various business units. 
  • Provide guidance in aligning processes with security frameworks (NIST, SANS) and regulatory requirements (SOX, NERC CIP, TSA).
  • Manage user life cycle processes in a shared services framework with focus on provisioning, de-provisioning, Identity Governance, entitlements, password management, Role Based Access Control, Least Privilege, Self Service/Self Registration.
  • Perform continual evaluation and advancement in the use of IAM solutions with efficient workflows that facilitate repeatable access management controls.
  • Ensure access privileges are granted according to policy, and all users are properly authenticated and authorized
  • Establish and maintain an understanding of Black Hills Energy applications, infrastructure, business needs, and control requirements to align the IAM strategy with operational, client, and regulatory requirements


  • Tracks and report identity related risk management trends, opportunities, and remediation quarterly.
  • Provide recommendations to appropriate risk governance committees and line-of-business managers concerning identity-risk-related controls.
  • Act as liaison with all levels of the IT organization and with the lines of business regarding identity and access management practices.


  • Minimum of (7) seven years of experience in business/industry, managing multi-functional teams or projects and (5) five years of experience in Identity and Access Management products, operational support of Identity and Access Management implementations or leading Information Security or Identity functional teams or IT supervisory role required.
  • Bachelor’s degree in information security, Information Technology or related field required or equivalent combination of education and experience required. 


  • Solid understanding of cyber security regulations and compliance, access review, audit, and remediation practices.
  • Knowledge across a broad range of identity and access management practices for Cloud, Workforce, Consumer, Digital, and API security
  • Knowledge of LDAP, Active Directory, SAML, Oauth and relevant IT architectures.
  • Knowledge of provisioning, federation, data sync, and directory services in a hybrid cloud environment.
  • Proficient understanding of evolving Information Security regulations and standard methodologies.
  • Knowledge of commonly used contract types/terms preferred.
  • Familiarity with NERC CIP, SOX, HIPAA, TSA and PCI is helpful.
  • Knowledge of information in: ITIL, CISSP, CISM, CISA.

Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel up to 10% (e.g., 2 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
