SALARY RANGE:   $84,050 - $126,100 (Determined by the knowledge, skills and abilities of the applicant.)

REPORTING RELATIONSHIP:   Director of Pipeline Safety

LOCATION:   This position can be located in Council Bluffs, Iowa, Denver, Colorado, or at our Company Headquarters in Rapid City, South Dakota.

ESSENTIAL JOB FUNCTIONS:

  • Responsible for providing technical expertise in Pipeline Safety and with supporting the Pipeline Safety Management System. 
  • Facilitate the development and monitoring of consistent pipeline safety programs via the overall management of the Black Hills Energy (BHE) Pipeline Safety Assurance Program. Mentor and guide partners to implement projects that improve departmental pipeline safety solutions.
  • Develop the strategy for successful program expansion and process improvement execution using API RP 1173 as a foundation.
  • Develop and implement plan to conduct internal Operations and Maintenance audits of BHE natural gas utility field operations and pipeline safety programs.
  • Be an influencer for our organization by promoting pipeline safety initiatives with employees and leaders across the organization. Serve as consultant and mentor in relationship to pipeline safety methodologies.
  • Provide steering and guidance for external pipeline safety audits including response consistency and trend identification.
  • Support leadership and management commitment by developing, planning and carrying out periodic communication plan and review process.
  • Develop and deliver pipeline safety solutions, materials, content and training across the organization in partnership with gas utility partners.
  • Use consistent project tracking and reporting tools that demonstrate performance and progress of risk mitigation. 

ADDITIONAL RESPONSIBILITIES:

  • Assist and support other pipeline safety activities within the department and across the enterprise to enhance pipeline safety culture.
  • Support safety, diversity, and social responsibility goals of the department, business unit, and corporation.
  • Participation in appropriate industry groups (AGA, MEA, SGA, etc.)

QUALIFICATIONS:

  • Minimum of (7) seven years of natural gas pipeline safety, project management, process improvement or compliance experience required.
  • Bachelor’s degree in Engineering, Project Management, Business or a related field, or equivalent combination of education and experience is required.

KNOWLEDGE/SKILLS/ABILITIES:

  • Knowledge of DOT, PHMSA, AMSE, API and all codes associated with pipeline safety and natural gas operations.
  • Excellent communication and customer service skills.
  • Strong time management, planning and organizational skills.
  • Able to self-manage and communicate with supervisors and clients in a timely manner.
  • Strong attention to detail and focus on process improvement.
  • Ability to make well informed decisions with little or no guidance. 
  • Ability to learn and understand multiple continuous improvement tools and methodologies.
  • Use consistent good judgment and think creatively to solve problems.
  • Proficient in training and facilitating teams.
  • Knowledge of other business department functions such as (IT, Finance, Accounting, Compliance). 
  • Strong understanding of data and statistical analysis with ability to develop necessary metrics.
  • Proficiency in computer applications including Microsoft Word, Excel, PowerPoint, Visio and various specialized software/programs.

Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include:  Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level and occasionally outdoors in sometimes inclement weather. Worker may be subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height or close quarters. Willing to travel up to 50% (e.g., 2 weeks or 10 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
