Responsible for contributing to Company’s fulfillment of financial goals by providing project controls support for individual Tier 1 and 2 projects and as a portfolio for the electric utility organization. Utilize project controls principles and requirements as defined by the EPMO and BHE Accounting/Finance to ensure projects are executed against project lifecycle standards in an efficient financial and timely manner. Work directly with project teams to coordinate activities such as invoicing, change order management, financial reconciliation and analysis, accruals, project budgeting and forecasting, compliance with project lifecycle artifacts and gating, schedule development and updates, and financial monitoring and reporting. 

SALARY RANGE:   $78,200 - $117,300 (Determined by the knowledge, skills and abilities of the applicant.)


LOCATION: This position can be located in Fayetteville, AR, Council Bluffs, IA or at our Company Headquarters in Rapid City, SD.

  • Drive key business processes such as costing, forecasting, cost reduction tracking, variance and analysis, capital budgeting and planning within the EPMO.
  • Develop and compile EPMO financial reports, including concise variance analysis of actual performance compared to plans, forecasts, and prior periods.
  • Assist PMs and Senior PMs with developing and updating feasible project schedules.
  • Review and consolidate spend plan and cash flow estimates for capital Tier 1 and 2.
  • Perform project/contract financial audits to track spend to plan and contracted value and assisting with Earned Value Management (EVM) calculations and analysis.
  • Assist PMs and Senior PMs with developing contract change request analysis and justification documentation to support quick management review and approval.
  • Initiate project invoice approvals and coding by verifying and authenticating invoice amounts to the contract terms, ensuring proper invoice approval routing and approvals, and providing invoice updates, summaries and analysis to project managers and executives.
  • Accruals - Work with PMs and the various state regulatory / financial services point persons to ensure monthly accruals for all Tier 1 and 2 projects are submitted, entered in Peoplesoft and approved in a timely manner.
  • Coordinate the EPMO’s management of Project Lifecycle Management (PLM) Origination process to facilitate the intake of new projects onto our team.


  • Complete all assigned training tasks. Take initiative to seek out continuous improvement and development opportunities, including participation in industry conferences, workshops, and forums to keep abreast of issues relating to transmission and distribution project implementation.
  • Establish positive, professional relationship throughout Black Hills Energy and with external organizations. Be responsive to internal and external customers.  
  • Support process improvements. Participate on continuous improvement teams. Demonstrate agility and a positive attitude in complying with the implementation of changes.


  • Minimum of (5) five years of relevant experience with increasingly progressive responsibilities in the project/business financial management field required.
  • Bachelor’s Degree in Engineering, Finance, Business Administration, Management or other relevant field or an equivalent combination of education and experience.


  • Knowledge of various project and financial management software programs, such as Asset Suite, Procore, Workfront, eBuilder, etc. and using IT systems to monitor project financial performance.
  • Proficiency with MS Excel and MS Project.
  • Knowledge of financial management and accounting practices.  
  • Proven leadership and interpersonal skills.
  • Demonstrated ability to develop, monitor and accomplish goals that support the projects and organizations financial health and efficiency.  
  • Demonstrated ability to self-direct workload and prioritize business needs.
  • Possess strong oral and written communication skills.  Ability to articulate, communicate and influence executives and team members across departments.
  • Ability to make decisions based on the factors and ability to work under stress and deadlines.
  • Ability to manage risks, issues, and demonstrate conflict resolution techniques.
  • Ability to gather and analyze financial data, organize reports, and present findings to stakeholders on multiple major projects simultaneously.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel occasionally (less than 10 days per year) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Must have proper licensing to operate a motor vehicle.
