This role is responsible for the implementation and operation of all technology infrastructure deployed within Black Hills which includes data center, corporate network, utility communications, server services, voice/data services, service monitoring, user support, workstation management, servers, storage, database administration, Generation system management, Gas/Electric SCADA systems, patching and related software. This position is operationally responsible for ensuring the availability, integrity, and security for all IT systems and infrastructure.

Partnering with the Director of Business Applications, this position will lead the Infrastructure and Operations teams with overall responsibility for technology infrastructure planning and deployment of technology services including corporate systems, utility systems, contact center and telecom systems. This hands-on position will be required to develop and lead the engineering and support teams, make technical decisions and work closely with cross functional business areas and IT groups.
This role requires a technically proficient, hands-on self-starter with outstanding interpersonal skills, leadership and organizational development skills. 

SALARY RANGE:  $166,350 - $274,500  (Determined by the knowledge, skills and abilities of the applicant.)

LOCATION: This position can be located in Council Bluffs, Iowa or our Corporate Headquarters in Rapid City, South Dakota.

  • Partners with CIO, Chief Information Security Officer and other IT Directors to lead the technology infrastructure strategy and execution for the enterprise, supporting a highly successful and fast-growing Energy Company. 
  • Works with the IT senior leadership team on the service portfolio and governance required to prioritize resources, including budget.
  • Develops and manages the annual I&O budget to ensure consistency with the overall strategic objectives of IT and the enterprise and is within plan.
  • Planning, project management and implementation leadership, finding opportunities for automation, cost savings, and service quality improvement. 
  • Develops the engineering and technology management capabilities of the organization, managing and developing existing staff as well as recruitment. 
  • Provides direction on what new technologies should be incorporated into I&O products and services to successfully deliver overall IT strategy.
  • Provides infrastructure services vision, enables innovation, and seeks to demonstrate IT trends that can build business value consistent with the company’s requirements and expectations. 
  • Development of enterprise standards and technology architecture and the IT operations governance process. 
  • Ensures compliance with NERC/CIP, SOX and CIS 20 regulation/requirements.
  • Experience with cloud architecture and operations and Infrastructure as a Service (IaaS).


  • Hands-on technical depth enables direct oversight, problem-solving leadership and participation for sophisticated infrastructure implementation, system upgrades and operational troubleshooting. 
  • Participate in the formulation of the company's enterprise architecture and business system plans; assessing cost and feasibility, and ensuring the plan is aligned with and supports the strategic goals of the business. 
  • Works closely with and manage strategic vendor partner relationships and other duties as assigned. 


  • Minimum of (10) ten years of experience in a 24/7 multi-site enterprise environment, including some application hosting, voice and data networks, security and information protection, and replicated disaster recovery architectures required. 
  • Bachelor’s Degree in Computer Science, Information Systems Management or business field or an equivalent combination of experience and education required.


  • Understanding of VOIP/SIP telephony services and contact center systems. 
  • Solid understanding of Microsoft Server, database and messaging technologies. 
  • Operational knowledge of Storage Area Network (SAN) and related technologies. 
  • Active understanding of Cisco-based network communications technology. 
  • Practical knowledge of Microsoft Office Suite: Excel, Word, Visio, Access (relational database structures), and PowerPoint. 
  • Demonstrated IT leadership and staff development skills in a regulated industry. 
  • Experience with large scale infrastructure implementation and support. 
  • Comfortable handling highly available sophisticated infrastructure with 24/7 availability and support. 
  • Experience with regulatory compliance issues, as well as standard methodologies in application and network security.  
  • Detailed knowledge of infrastructure systems/software and processes.  Prefer thorough knowledge of virtual infrastructure, network, servers, storage, load balancers, mobile solutions, etc.
  • In-depth knowledge of infrastructure security and standard methodologies.
  • Knowledgeable with SOX NERC/CIP and other regulated process and requirements.
  • Excellent leadership, interpersonal, verbal and written communication skills, and organizational skills.
  • Excellent skills in running large infrastructure O&M and capital budgets.
  • Shown ability to effectively handle opposing priorities while meeting target dates.
  • Ability to lead a diverse and geographically dispersed team in a constantly evolving environment.
  • Knowledgeable with processes to keep operating systems, firmware and third-party applications patched to current version. 
  • Superior skills in problem recognition, isolation, troubleshooting, performance tuning, and resolving issues.
  • Ability to work with multiple project teams simultaneously and thrive in fast-paced, multifaceted environment.
  • Extensive experience with backup and on-premises disaster recovery processes.
  • Ability to think and act independently and develop creative solutions to resolve complex problems.
  • Ability to lead and/or run large technical projects from inception to completion.
  • Ability to communicate technical information to non-technical personnel.

Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel occasionally (less than 10 days per year) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities.
