As the Electric Vehicle Program Manager, you will be dedicated to supporting, building, and expanding existing and future electric vehicles education and outreach campaigns throughout the state. You will need to bring your energy as you lead all facets of our innovative Electric Vehicle program to grow and advocate for electric vehicle adoption.

SALARY RANGE:   $82,000 - $123,000 (Determined by the knowledge, skills and abilities of the applicant.)

  • Lead all facets of Black Hills Energy’s Ready EV program to grow and advocate for electric vehicle adoption. Respond to customer inquiries related to the program. Maintain records of charging data and data sharing agreements. Provide recommendation to continuously improve the program. Maintain the program budget. Produce and provide regular program status reports to leadership team members.
  • Lead and facilitate outreach campaigns and marketing efforts to increase awareness and participation in BHE’s Electric Vehicle “Ready EV” program including employee ambassador program, dealership engagement program, and fleet conversion marketing. Partner with the Communications department to maintain and enhance the EV pages of Black Hills Energy’s website.
  • Develop a trusting professional relationship with EV infrastructure site hosts. Respond to site host inquiries. Team with Construction Planning and Business Development to resolve site host and customer issues.
  • Develop and manage relationships in the industry including state employees leading electrification plans in and near the territories we serve, fellow utility peers, fleet managers within our service territories, and other stakeholders.
  • Work with operations and contractors to ensure seamless response to complex public charging station applications for rebates or incentives.
  • Coordinate with the regulatory department to support future EV related charging tariffs or time of use tariff filings by providing data analysis and metrics demonstrating the grid benefits of EV charging. In conjunction with the Colorado Electric Regulatory team file the Transportation Electrification Plan (“TEP”) on a tri-annual basis, ensure compliance with the approved filing, and facilitate engagement meetings.


  • Influence internal stakeholders to ensure required support for programs and acquire the appropriate resources.
  • Partner with Business Development team to convert data-driven insights into decisions and actions.
  • Create, maintain, and insist on a workplace environment that promotes diversity, safety, fair and equal treatment of employees, open communications and the highest standards of ethical behavior.
  • Additional responsibilities as assigned in support of electrification efforts.


  • Minimum of three (3) years of experience in the electric vehicle industry, leading utility programs, or in a role leading customer outreach and direct contacts with residential and commercial customers is required.
  • Bachelor’s degree in business, marketing, communications or related field, or a combination of education and experience required.


  • Excellent verbal and written communication skills for the purpose of explaining technical and program related information to employees, customers, and leadership.
  • Exemplary organizational, prioritization, analytical and time management skills. 
  • A self-starter with the ability to work in a fast-paced environment with little supervision or guidance. 
  • Strong communications skills, attention to detail, and superior customer service skills required
  • Communicate with multiple stakeholders across the company
  • Strong computer skills, including proficiency in Microsoft Office Suite – Excel, Word, PowerPoint and Outlook.

While performing the duties of this job, the employee continuously accesses, inputs, and retrieves electronic information and communicates regarding the information. Employee frequently moves about the office space. Employee may occasionally: climb. Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel up to 25% (e.g. 1 week or 5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
