At Black Hills Corporation, the PMO Director holds both leadership and management roles in the Project Management Office (PMO). The PMO Director directs and oversees the PMO and ensures consistent and efficient execution of business and IT programs, projects, and initiatives that are critical to the delivery of Black Hills Corporation’s strategic priorities. 

This role leads and coaches the PMO team to partner with business, IT, and other functional leaders to drive an effective process for the prioritization of demand, funding of initiatives, ensuring resource capacity and availability and managing the interdependences between programs and projects. 

The PMO Director will also implement and manage various methods and practices around improving Program and Portfolio Management (PPM) maturity across the organization, and tracking and reporting the conformance to plans and expectations of key initiatives. 

The PMO Director ensures that the work of the PMO adds value, is relevant to the strategy of the organization, and meets the goals set for the PMO by executive management.

SALARY RANGE:  $124,150 - $204,650 (Determined by the knowledge, skills and abilities of the applicant.)

ESSENTIAL JOB FUNCTIONS:

  • Facilitates among the PMO stakeholders and organizational leadership a consensus around the mission and vision of the PMO organization to foster a project-management-oriented culture and mindset.
  • Engages senior leadership and business partners to define the PMO mission, goals and operating model, and releases this after senior management approval, in the form of the PMO charter.
  • Leads the identification and development of the PMO roles, team configuration and recruitment appropriate to deliver the agreed-upon the PMO goals and objectives.
  • Leads the definition of the PMO’s project portfolio working with business leaders to identify those initiatives most critical to meet corporate objectives which require the PMO support
  • Leads the on-going monitoring and review of all portfolios for impact on current business and technical activities and the realization of strategic benefits.
  • For select initiatives, provides project leadership direction to cross functional project teams.
  • Sets the strategy for identifying, communicating, and addressing project risks and issues and leads resources to implement the strategy, escalate to leadership when appropriate and manage the resolution and status reporting accordingly.
  • Leads the identification and implementation of project management processes, methods, tools, guidelines, and standards to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery.
  • Facilitates the agreed-upon process that develops plans and prioritization by leadership and governance.
  • Defines, manages, and directs the needed end-to-end PMO work effort, which includes leveraging best practices and techniques in identifying, quantifying, and tracking the realization of expected benefits defined in business cases.
  • Provides ongoing coaching and mentoring to PMO staff and project managers.
  • Builds and maintains relationships with senior leadership and key PMO stakeholders, and acts as a trusted advisor.
  • Liaises with Internal Audit and Finance Executive Leadership to ensure financial and compliance requirements are upheld across all projects and programs.
  • Regularly reviews and evaluates opportunities to improve the project management best practices to achieve higher maturity in PPM. 
  • Other duties as assigned.

QUALIFICATIONS:

  • Minimum of ten (10) years of experience in IT and business/industry is required.
  • Bachelor’s degree in Business, Technology, or Operations Management or equivalent combination of education and experience is required.

KNOWLEDGE/SKILLS/ABILITIES:

  • Demonstrated experience in leading diverse teams.
  • Demonstrated PMO and project management planning/execution skills.
  • Experience across a broad variety of projects including technology, business process reengineering, process improvement.
  • Experience with one or more project management methodologies (for example, PMI PMBOK, PRINCE2 and agile).
  • Demonstrated ability to develop and execute a strategic resource plan. 
  • Excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to business leaders and business concepts to the PMO staff.
  • Excellent analytical, strategic conceptual thinking, strategic planning and execution skills.
  • Effective influencing and negotiation skills in an environment where resources may not be in direct control of this role. 
  • A distinctive blend of business, IT, and financial and communication skills. (This is a highly visible position with substantial impact.)
  • Program management skills and experience, plus significant knowledge of project planning tools with evidence of practical application (which is highly desirable).
  • Exceptional leadership skills with the ability to develop and communicate the PMO vision and inspire and motivate PMO staff.

Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel occasionally (less than 10 days per year) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities.
