As our Community Relations Program Manager, you will manage community affairs for Black Hills Energy, in partnership with your community affairs colleagues, to achieve successful results in meeting its goals and objectives.  You will represent the utility to external stakeholders to build and maintain strong/collaborative relationships with communities and customers through strategic communication actions and messages.

SALARY GRADE:   $74,800-$112,200 (Determined by the knowledge, skills and abilities of the applicant.)

  • Community & Stakeholder Relations: Develop and enhance effective communications channels and relationships with community, business, local and state governing agencies, civic and other leaders. This will assist the organization in positioning the company for opportunities, establish and enhance key community relationships and address key community issues effectively.
  • Franchise Negotiations: Successfully renew franchise agreements through solid community relationships and proactive communications.
  • Communications Planning: A communication plan provides the platform to achieve desired success.  By proactively planning for strategic communications per state, business unit and/or project/initiative, we can work to enhance our brand in given any situation.
  • Messaging: Develop messaging that consistently enhances our brand and increases the knowledge base of our internal ambassadors (modify messaging as appropriate for specific initiatives). 
  • Media Relations: Develop and executive a proactive media relations strategy; build relationships with local media and respond to media inquiries appropriately. 
  • Social Media Management: Act as a strategist in collaboration with the Digital Media team to assist with social media content development.
  • Sponsorships/Donations/Volunteerism: As a representative of Black Hills in the community, you will be expected to facilitate the state’s sponsorship, donation and volunteerism initiatives with a local steering team available to support and implement.
  • Black Hills Cares: You will be expected to support all Black Hills Cares initiatives, including, but not limited to, energy assistance programs, Energy-Saving Trees, etc. 


  • Represent Community Affairs and support communications and community relations as it relates to: Community Events, Franchise Negotiations, Internal Communications, Advertising, Sponsorships/Donations and any other event in which Community Affairs plays an important role.


  • Minimum of 5 years of experience in the utility industry or a related field, i.e. communications, public administration, business administration and/or marketing is required. 
  • Bachelor’s degree in relevant fields, including Communication, Communication Studies, Business Administration, Marketing, Public Administration and Journalism or a combination of education and experience is required.


  • Knowledge of communications, operations, franchise laws and regulatory and legislative processes is preferred
  • Working knowledge of Microsoft Office – Word, Outlook, Excel, PowerPoint, etc.
  • Effective project management skills, including planning & organization.
  • Strong communications skills, both written and verbal; interpersonal skills; team work skills; and presentation skills.

While performing the duties of this job, the employee is continuously (67% or more) required to: use fingers and hands, communicate, and have close visual acuity. Employee is frequently (34-66%) required to: reach, push/pull, ascend/descend stairs, position self to access lower items, and move about the office. The employee may occasionally (less than 33%) be required to: kneel, crouch and reach. Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Light work. The employee is continuously required to stand and walk. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Work environment: Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level. Must be capable of up to 50% travel (e.g. 2 weeks or 10 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
