As the Director for Rate Design and Energy Efficiency, you will partner with Company and business unit leadership regarding energy efficiency (EE) program and customer rate effectiveness and enhancements. You will direct the planning, implementation, and compliance of company-wide electric and natural gas residential, commercial, and industrial energy efficiency and demand response programs. You will represent our Company with regulators and key customers in matters related to customer rate proposals and EE.

SALARY RANGE: $121,700-$200,650 (Determined by the knowledge, skills and abilities of the applicant.)

ESSENTIAL JOB FUNCTIONS:

  • Direct electric and gas residential, commercial and industrial EE programs for Arkansas, Nebraska, Iowa, Wyoming, South Dakota and 3 separate portfolios in Colorado with a combined annual budget of over $22 million.
  • Lead the development of and assist in the implementation of  customer pricing strategies.
  • Manage customer cost allocation and rate design analysts and state EE program managers and coordinators. Direct utility electric vehicle program and program manager.
  • Direct the preparation of utility cost allocation and rate design studies.
  • Support the identification and evaluation of new services and special customer rate programs. 
  • Testify to regulators as required to support Company customer rate initiatives and EE.
  • Manage all EE RFP’s and 3rd party vendor/consultant engagement (20+ active CSA’s in place). 
  • Ensure the effectiveness of outreach campaigns and marketing efforts to increase residential and commercial EE awareness.
  • Create and manage EE advertising, promotion and operating budgets.
  • Lead the review of energy efficiency programs annually for program design, implementation and value added changes that add to the overall effectiveness.
  • Review marketplace and utility peer program design and strategies, including program metrics and key performance indicators, and recommend strategic course corrections or enhancements to ensure all goals are met and to drive greater efficiency for utility customers.
  • Testify to regulators as required to support Company customer rate initiatives and EE.
  • Ensure accuracy and timely filing of regulatory and compliance reports as well as regulatory approval of all Company proposals related to areas of leadership.
  • Coordinate/facilitate stakeholder and intervener meetings as needed to fulfill settlement agreements.
  • Work closely with industry and government representatives on EE and customer rate issues.
  • Manage research and analysis of energy efficiency, demand response, customer rates and related industry policies and issues.

ADDITIONAL RESPONSIBILITIES:

  • Keep up to date with business developments in order to optimize results for Black Hills Energy.
  • Assist with other duties as requested.

QUALIFICATIONS:

  • 10 or more years of utility regulatory, energy efficiency, or related experience is required.   
  • Bachelor’s degree in a related field or an equivalent combination of education and experience is required.

KNOWLEDGE/SKILLS/ABILITIES:

  • A working knowledge of cost allocation and utility pricing practices.
  • Expert knowledge of energy policy and regulatory affairs processes across relevant jurisdictions.
  • Maintain a complete knowledge of Black Hills Energy’s electric and gas tariffs and state regulations.
  • Knowledge of national and local building codes and appliance standards and other energy efficiency leaders delivering sustainable energy products and services for commercial and industrial customers.
  • A working knowledge of energy efficiency equipment and practices..
  • Excellent written and verbal communications and presentations/public speaking skills. 
  • Excellent interpersonal and relationship building skills. 
  • Strong project/team coordination skills; ability to multi-task and keep projects on track for successful delivery.
  • Strong analytical and economic analysis capabilities.
  • Effective advocate on behalf of customers and Company.
  • Ability to be a self-starter as well as a team player.

While performing the duties of this job, the employee is continuously (67% or more) required to: use fingers and hands, communicate, and have close visual acuity. Employee is frequently (34-66%) required to: ascend/descend stairs, position self to access lower items, and move about the office.

Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Work environment: Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level. Must be capable of up to 15% travel (e.g. 3.5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
