In this role you will support the manager in all aspects of the regulatory and financial process for assigned jurisdiction or function in order to achieve success for the customer and company. Support and assist in the development of regulatory policies and initiatives that support business strategies, including the development and filing of rate case applications. Support and assist in the preparation, presentation, and reporting of information for internal decision-making and filings with the appropriate Commissions and/or regulatory body. 

SALARY RANGE:    $57,750 - $86,650 (Determined by the knowledge, skills and abilities of the applicant.)

  • Compile and analyze customer revenue and energy use data from multiple information systems for use in regulatory studies and filings.
  • Assist with complex cost and revenue studies in support of the natural gas and electric utilities. 
  • Assist in the preparation of cost allocation models and rate design studies.
  • Assist in maintaining information and analytical models required for regulatory filings.
  • Maintain a full understanding of regulatory outcomes and requirements related to responsibilities.
  • Assist in identifying and evaluating the profitability and strategic compatibility of new services and special programs.
  • Provide accurate and timely support for regulatory filings.
  • Other duties as assigned.


  • Bachelor’s degree in a relevant field, such as Engineering, Business, Accounting, Finance, Mathematics or Economics or equivalent combination of education and experience required.
  • Advanced degree preferred.
  • Experience in finance, accounting, econometrics, quantitative, regulatory related or equivalent background preferred.


  • Understanding of the utility regulatory process and rate analysis for both gas and electric utility service preferred.
  • Working understanding of utility operations and a basic understanding of regulatory/ratemaking processes. 
  • Experience using data management and analysis tools; for example, Microsoft Access and Business Objects.
  • Experience querying and compiling data.
  • Experience working with customer billing systems.
  • Ability to develop and maintain project schedules.
  • Strong quantitative and analytical skills, and the ability to perform complex analysis.
  • Ability to learn and become proficient in using information systems and databases.
  • Ability to learn and understand complex energy use data and rate structures.
  • Self-motivated with excellent organizational skills and the ability to handle multiple projects effectively in a dynamic, fast-paced environment while meeting deadlines. 
  • Ability to conceptualize, develop, and deploy new technological applications and decision support tools. 
  • Ability to explain complex modeling, along with the ability to interface with management to translate complex analyses into action. Excellent verbal and written communication skills.
  • Ability to work effectively both across teams and in a team environment.
  • Ability to maintain strict confidentiality of business information.
  • Ability to recommend conclusions with minimal supervision.
  • Ability to present information to external stakeholders. 
  • High energy with exceptional work ethic.
  • Proficiency in Microsoft Office.
  • Proficiency in Microsoft Excel, including advanced formulas and functions. 
  • Ability to recommend and implement process and technology improvements.

While performing the duties of this job, the employee is continuously (67% or more) required to: use fingers and hands, communicate, and have close visual acuity. Employee is frequently (34-66%) required to: ascend/descend stairs, position self to access lower items, and move about the office. The employee may occasionally (less than 33%) be required to: push, pull and reach. Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include:  Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Work environment: Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level.  Must be capable of up to 15% travel (e.g. 3.5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
