Job Specifications

Responsible for the day to day management of Black Hills Energy’s (BHE) materials committee, welding qualifications and material standards.  Updating the BHE O&M with PHMSA changes and requirements regarding welding and pipeline materials.  Administering training of BHE field operations on the various parts of welder qualifications.  Provide support to integrity mangers, corrosion personnel, design engineering and operation teams regarding material standardization and known problems with associated with previous work practices and materials. Investigate and review material failures.

SALARY RANGE:   $83,750 - $138,150 (Determined by the knowledge, skills and abilities of the applicant.)

REPORTING RELATIONSHIP:   Gas Design Supervisor

LOCATION: Fayetteville, AR, Papillion, NE, or Palmer Lake, CO

 ESSENTIAL JOB FUNCTIONS:

  • Perform all responsibilities in a safe and reliable manner. 
  • Provides support and service to natural gas distribution operations in the company’s multiple state natural gas business.
  • Manage BHE Welding Procedures.
  • Track BHE Welder Qualifications
  • Manage BHE Material and Design standards
  • Provide support of the Gas Operations and Maintenance manual, Gas DIMP, TIMP, and SIMP Manuals.
  • Maintains a successful partnership with Gas Operations, Engineering, materials vendors and manufacturers.
  • Work with gas operations to monitor, analyze and develop strategies to mitigate material threats across the Natural Gas Business Unit.
  • Be familiar with 49 CFR 192, API 1104, and API 1107.
  • Be familiar with ASME B31.8 and other related AMSE standards related to pipeline and facility design and specification.
  • Be familiar with NDT and NDE procedures
  • Tracking and analyzing material failures utilizing hands on methods of testing and/or working with 3rd parties for support.
  • Liaison for material vendors and the Black Hills Energy Gas Organization
  • Perform and provide support for internal audits and assessments.
  • Responsible for providing technical expertise in regulatory matters relating to materials and welding standards/qualifications.
  • Ensure annual review of welding procedures.
  • Participates as a subject matter expert for external audit preparation and data gathering in order to demonstrate compliance.
  • Be familiar with trends related to the materials in gas distribution network piping. Including participation in national and regional organizations, (AGA, NACE, MEA…etc.)
  • Educate and develop Gas Engineering employees on pipeline materials and standards.

ADDITIONAL RESPONSIBILITIES:

  • Assist and support the other Gas Engineering Services department needs.
  • Subject matter expert in materials for the Natural Gas Organization.
  • Update leadership within the NGU on material failures and changes 
  • Participate in corporate standards committee meetings as required. 
  • Support safety, diversity, and social responsibility goals of the department, business unit, and corporation.
  • Assist in the creation of department budgets and financial tracking activities.
  • Participates in community relations-based activity, where desired and where interest exists.
  • Develop and maintain partnerships within the natural gas industry to stay abreast of material related items that could be impact Black Hills Energy.

QUALIFICATIONS:

  • BS in Civil, Mechanical, Metallurgical, Materials, or Chemical Engineering, or corrosion and materials field. MS or PHD preferred
  • Seven or more years of industry related experience required.
  • Bachelor’s degree in Engineering from ABET accredited college preferred.
  • Program leadership experience is preferred
  • Professional Engineer preferred.
  • NACE experience preferred.

KNOWLEDGE/SKILLS/ABILITIES:

  • Demonstrated technical and operational expertise in Gas Distribution and Transmission installation procedures.
  • Proficient in word processing, database, and spreadsheet programs.
  • Knowledge of DOT, PHMSA, AMSE, API and all codes associated with gas operations system design and operation.
  • Understanding of PHMSA regulations.
  • Demonstrate good technical, financial and operations knowledge.
  • Demonstrate strategic and operational planning.
  • Strong interpersonal and communications skills.
  • Effective presentation, facilitation and training skills.
  • Ability to lead a diverse team with competing needs.

While performing the duties of this job, the employee is continuously (67% or more) required to: use fingers and hands, communicate, and have close visual acuity. The employee may occasionally (less than 33%) be required to: stoop, kneel, crouch and reach. Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Light work. The employee is continuously required to stand and walk. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Work environment: Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level, and occasionally outdoors in sometimes inclement weather. Worker may be subject to hazards including variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height, or close quarters. Must be capable of up to 25% travel (e.g. 1 week or 5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
