Job Specifications

In this important role the Journeyman Substation Electrician will provide maintenance, installation and testing of electrical and mechanical equipment associated with substation and line operations.  Includes but is not limited to transformers, arrestors, circuit breakers, regulators, capacitor banks, reactor banks, reclosers, disconnect devices, controls, batteries, buildings and grounds.  Construction and participation in capital improvement and additional projects, including panel construction, equipment installation, wiring, testing and related activities.  This position supports Black Hills Power’s substations and line operations.

REPORTING RELATIONSHIP:   Substation Maintenance Supervisor

  • Installation, maintenance, calibration and testing of transmission and distribution class substation equipment.
  • Installation, maintenance, calibration and testing of transmission and distribution class line equipment.
  • Testing of all equipment including, but not limited to: AC and DC insulation testing, High Current Low Resistance Testing, high current trip/reclosing testing, transformer ratio testing, dissolved gas in oil sampling, oil quality testing, contact/connection resistance testing, circuit breaker motion analysis, SF6 gas moisture testing, SF6 Corrosive Sulfur Testing, battery and strap impedance, specific gravity testing, electronic control testing and DOBLE power factor testing and excitation.
  • Test all equipment in accordance to the BHC Test and Maintenance Policy to satisfy NERC and FERC requirements.
  • Submit switch order requests for scheduled work as directed by the Department Leadership in accordance with applicable Company policies.
  • Emergency response and troubleshooting of electrical and mechanical equipment and control problems.
  • Provide both transmission and distribution switching in Black Hills Power and Western Area Power Administration substations and power lines as required.
  • Wiring of high and low voltage equipment and devices. Includes conduit installation, cable tray installations, high and low voltage wire termination. 
  • Inspection, acceptance, checkout and testing of all new substation and line equipment installations.
  • Record keeping and documentation (electronic and hardcopy) of all maintenance and emergency response assignments.  Provide and interpret reports as requested.
  • Compliance with all maintenance programs, installation standards and work procedures established by the Company.
  • Knowledge and compliance to safety policies, procedures and standards established by the Company and regulatory agencies.
  • Work with and advise Apprentice Electricians, temporary laborers and contractors as assigned. 
  • Attend safety meetings and other employee training as assigned.


  • Respond to emergency callout work as needed.
  • Perform other duties, which are similar, related to, or incidental to this position as directed.


  • High school diploma or equivalent required.
  • Minimum of 4 years of substation related maintenance/electrical work required.
  • Journeyman Substation Electrician license or equivalent experience required.
  • Must possess and maintain a valid Class B Commercial Driver’s License with air brake endorsement, or have the ability to obtain one within the first 30 days of employment.
  • Associate’s degree in Electrical Technology, Industrial Electronics or related area preferred.
  • Must live within 30 minutes of the reporting location.


  • Working knowledge of Electrical Theory.
  • Practical electrical knowledge and experience applying National Electric Safety Code (NESC) and National Electric Code (NEC) to High Voltage and Low Voltage situations.
  • Understanding of hydraulic and pneumatics systems.
  • Ability to read and interpret electrical drawings.
  • Ability to accurately revise drawings as necessary.
  • Ability to interpret manufacturers’ equipment manuals.
  • Ability to constructively communicate and interact within work group.
  • Strong computer skills, including proficiency in Microsoft Excel, Word and Outlook.
  • Ability to learn and utilize Company software applications, including PeopleSoft, GT Viewer, EAM and DTAF.
  • Demonstrated safe work ethic.
  • Demonstrated problem solving abilities.

While performing the duties of this job, the employee is continuously (67% or more) required to: stand, walk, balance, bend or stoop, crawl, work at elevated heights, maintain eye and hand coordination, maintain finger and hand dexterity, hear, rotate and extend neck, maintain body posture, reach, talk, and have visual acuity to operate machines and equipment. Employee is frequently (34-66%) required to: access low and high areas with additional equipment, ascend/descend stairs, maintain hand and foot coordination, move hands in repetitive motion, kneel, reach above the shoulder, and sit. The employee may occasionally (less than 33%) be required to: use a respirator, and sit. Employee must be able to operate job related equipment and tools. Must be able to routinely perform this work for an average of 8-10 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance. 

Specific lifting abilities required by this job include: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work environment: Must be able to occasionally perform work indoors and routinely perform work outdoors in sometimes inclement weather with moderate to high noise level. Worker may be subject to hazards including variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height, or close quarters (i.e., crawl spaces, small enclosed rooms, narrow aisles of passageways).  Must be capable of up to 10% travel (e.g. 2 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
