Job Description

Support the operation and maintenance of the Rapid City High-Voltage Direct Current (HVDC) tie station and support the design, installation, operation, and maintenance of the automation systems used in the control and operation of the utility transmission and distribution facilities. Supervise and direct the BHUH Relay & Control Technicians that support South Dakota Electric and Wyoming Electric as well as the Colorado Electric Relay & Control Supervisor in their duties and responsibilities related to supporting the HVDC tie, Supervisory Control and Data Acquisition (SCADA) Remote Terminal Units (RTU) equipment, and protective relaying maintenance.

SALARY RANGE:   $91,200 - $150,450 (Determined by the knowledge, skills and abilities of the applicant.)

  • Support the day to day operations and maintenance of the Rapid City HVDC converter station and Belle Creek DVAR equipment.   
  • Plan, budget, direct, develop, coordinate, and execute maintenance, testing, repairs, modifications and additions to ensure efficient and reliable operations of the HVDC converter. 
  • Create, document, and maintain drawings, files, and maintenance records for substation facilities and other control systems in support of day to day activities.
  • Ensure compliance with all North American Electric Reliability Corporation (NERC) compliance standards related to protective relaying as well as physical and cyber asset responsibilities specific to the substation maintenance function. 
  • Support the engineering, design, operation, and maintenance of the System Control and Data Acquisition (SCADA) Remote Terminal Units (RTU) settings and systems. 
  • Support, analyze, and respond to operational and emergency situations with respect to SCADA and protective relaying systems supported by the control technicians. 
  • Develop standardized processes and tools to support training and execution of team objectives. 


  • Coordinate with other maintenance department(s) with respect to any operational and maintenance issues related to the major high-voltage equipment associated with the HVDC tie.
  • Provide technical support for training and development systems.
  • Support safety, diversity, and social responsibility goals of the department, business unit and corporation.
  • Support system operations personnel during outages and emergencies.
  • Ensure compliance with federal, state and NERC compliance regulations. 
  • Maintain effective working relationships with engineers, control technicians, electricians, contractor crews, and utilities leadership team. 
  • Establish professional relationships and work effectively with other departments, utilities, contractors, vendors, consultants and government agencies. 


  • Five or more years of electrical engineering or other relevant experience required. 
  • Bachelor’s degree in engineering or equivalent combination of education and experience required.
  • Power emphasis preferred.
  • Experience in operation and maintenance of control systems and/or substation equipment preferred.
  • Prior supervisory experience preferred. 
  • Strong background in computer architecture, digital communications and computer software beneficial. 


  • Good working knowledge of engineering design theory and practices associated with high voltage electrical transmission systems and equipment. 
  • Familiarity with the National Electrical Safety Code, power system safety standards and safe clearance procedures. 
  • Good working knowledge of electrical transmission substations and equipment such as power transformers and high voltage equipment. 
  • Familiarity with microprocessor-based controllers and control schemes. 
  • Knowledge of theories, concepts, principles, and practices applicable to electrical and engineering duties concerned with the studies, analysis, and calculations related to the overall design, operation and maintenance of a HVDC converter station. 
  • Knowledge of SCADA control systems. 
  • Working knowledge of NERC reliability compliance standards.
  • Working knowledge of relevant Company union contracts.  
  • Excellent verbal and written communication skills. 
  • Strong interpersonal skills with the ability to work effectively in a team environment. 
  • Strong computer skills, including proficiency in Microsoft Office Suite - Excel, Word, Power Point and Outlook.
  • Ability to learn and maintain proficiency with new systems and software as technology evolves.
  • Skills in leadership and participation in cross functional utility teams.
  • Perform and supervise work on or in close proximity to energized electrical facilities.
  • Strong ability to document and track projects and work goals.
  • Ability to coordinate and direct the work of technicians, maintenance personnel and consulting engineers assigned to the projects. 
  • Proficiency in reading complex electrical-control drawings and schematics.

While performing the duties of this job, the employee is continuously (67% or more) required to: stand, walk, balance, bend or stoop, crawl, work at elevated heights, maintain eye and hand coordination, maintain finger and hand dexterity, hear, rotate and extend neck, maintain body posture, reach, talk, and have visual acuity to operate machines and equipment. Employee is frequently (34-66%) required to: access low and high areas with additional equipment, ascend/descend stairs, maintain hand and foot coordination, move hands in repetitive motion, kneel, reach above the shoulder, and sit. The employee may occasionally (less than 33%) be required to: use a respirator, and sit. Employee must be able to operate job related equipment and tools. Must be able to routinely perform this work for an average of 8-10 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance. 

Specific lifting abilities required by this job include: Light work. The employee is continuously required to stand and walk. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Work environment:  Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level, and occasionally outdoors in sometimes inclement weather. Worker may be subject to hazards including variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height, or close quarters.  Must be capable of up to 25% travel (e.g. 1 week or 5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
