Position summary:
In this role you will directly support the Regulatory Manager in timely and accurate reporting of all financial data, including analyzing and presenting financial reports. Support and assist in the preparation, presentation, and reporting of information for internal decision-making and filings with the appropriate Commissions and/or regulatory body. Support and assist in the development and filing of revenue requirement models for rate case applications. Build and maintain effective internal controls. Support projects, analysis and research that support regulatory reports and compliance filings. Manage priorities and due dates in a fast-paced environment.
Pay Range: This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.
Level II: $75,550 - $113,350
Senior: $88,700 - $133,150
Reporting Relationship: Manager, Regulatory
Location: Rapid City, South Dakota
Essential Functions:
• Support all company efforts to ensure that the utilities within assigned jurisdiction(s) report accurate financial and operating information and receive adequate and timely recovery of its costs.
• Obtain, analyze, and interpret Company financial and statistical data to be used in regulatory reports, filings, and studies.
• Use analytical skills to develop a solid understanding of various ratemaking policies and concepts, including revenue requirements, cost allocation, cost of service, rate of return, regulatory accounting, and the time value of money.
• Prepare the financial analysis activities and provide the analysis and interpretation of results to manager and upper management in an organized, concise and timely fashion.
• Develop and maintain written documentation of procedures for completing regulatory reports including management review.
• Establish strong relationships across the company and with external partners to advance effective communication and coordination across departments and companies.
• Prepare and support business-specific research, analyze data, interpret results and make recommendations that align with Company policies and initiatives.
• Prepare and analyze reports for a variety of departments and external requests. Ensure information is accurate and presented in a useful and understandable format before timely distribution.
• Perform assigned duties in a professional manner to facilitate the objectives and goals of the various internal task force groups to develop and implement the Company’s strategic action plans.

• Support business-specific research, analyze data, interpret results, and make recommendations that align with Company policies and initiatives and serve as the foundation for the development of rate strategies.
• Participate in various internal and external partner groups to develop and implement the Company’s strategic action plans.
What Is Required:
Level II:
• Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field of study required or equivalent combination of education and experience is required.
• Minimum of (3) three years of experience in finance, accounting, regulatory or related field required.
Senior:
• Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field of study required or equivalent combination of education and experience is required.
• Minimum of (5) five years of experience in finance, accounting, regulatory or related field required.
What Is Desired:
• Excellent user capabilities with MS Office software (proficiency in Word, Excel, Outlook and PowerPoint). Experience working database and collaborative software tools (Workiva, FileNet, SharePoint, etc.)
• Strong quantitative and analytical skills, and the ability to perform complex analysis.
• Understanding of financial analysis.
• Strong interpersonal skills, Effective teamwork skills and excellent oral and written communication skills.
• Strong organizational skills with the ability to manage due dates and priorities effectively within a fast-paced environment.
• Ability to apply strong attention to detail while understanding and considering the overall vision.
• Excellent verbal and written communication skills with the ability to communicate difficult topics to various levels of financial and non-financial personnel.
• Strong quantitative and analytical skills, and the ability to perform complex analysis.
• Ability to demonstrate initiative and to work independently as well as with a team.
• Ability to maintain strict confidentiality of business information.
