Job Specifications

Responsible for programming, installation, testing and maintenance of protective relays in electric utility substation and generation environment. Additionally, this position will require working knowledge of SCADA remote terminal units.

WAGE RANGE: $47.25 per hour (Determined by current Collective Bargaining Agreement) 

REPORTING RELATIONSHIP: Supervisor Relay and Controls

LOCATION:  Pueblo, Colorado 


  • Protective relay job functions: 
  • Perform testing, calibration, and maintenance of all installed protective relay equipment, including electromechanical, solid state and microprocessor systems. 
  • Formulate automated relay tests and troubleshoot the testing process. 
  • Adhere to standards and guidelines set forth by FERC, NERC and any other regulatory agency of the North American standards. 
  • Test all equipment in accordance with the BHC Protection Systems Maintenance Program to satisfy NERC and FERC requirements. 
  • SCADA RTU job functions: 
  • Install and maintain substation SCADA Remote Terminal Unit (RTU) equipment. 
  • Perform troubleshooting duties on substation SCADA Remote Terminal Unit (RTU) equipment. 
  • Maintain Schweitzer Engineering Laboratories (SEL) substation communication processors installations. 
  • Create RTU and communication processor configuration files and support documentation. 
  • Common job functions: 
  • Install firmware upgrades in relays, RTUs, and communication equipment. 
  • Maintain RTU Battery Maintenance program. 
  • Installation, maintenance and testing of substation metering. 
  • Wiring of substation instrument transformers, relays, panels and breakers. 
  • Setting and testing of ATO controls and vacuum interrupter relay controls. 
  • Testing various power-line carrier communications systems. 
  • Testing of instrument transformers. 
  • Setting and testing recloser controls. 
  • Setting and checking for proper levels of voltage regulation of LTC’s and regulators. 
  • Knowledge and compliance to safety policies, procedures and standards established by the Company and regulatory agencies. 
  • Work, lead and advise Apprentice Relay Technicians as assigned. 
  • Attend safety meetings and other employee training as assigned. 
  • Support Continuous Improvement efforts that directly impact the Relay & Controls group. 
  • Support safety initiatives. 


  • Perform system switching in accordance with established policy and 505 training practices. 
  • Substation equipment commissioning and acceptance testing. 
  • Work with engineering personnel during testing and troubleshooting. 
  • Work irregular hours, travel and participate in rotating standby/call-out duty. 
  • Emergency response. 
  • Maintain effective working relationship with direct supervisor and reporting manager. 
  • Maintain effective working relationships with employees, customers and other departments. 
  • Willing to stay over-night, out of town and be available to travel as projects require. 
  • Willing to work over-time and extended periods of time 
  • Work in storm restoration operation to rebuild and/or repair damaged power system.
  • Must remain current on all technologies introduced by the department in the area of responsibility. 
  • This position may include some travel.

  • Occasionally performs work on or in close proximity to energized circuits or equipment. 
  • Require the ability to learn and follow all Company Policies and Safety Practices. 


  • Must have completed a (4) year apprenticeship and be Department of Labor (DOL) certified or equivalent certified apprenticeship program. 
  • High School Diploma or GED equivalent required. 
  • Associates degree in Electrical/Electronic Technology or related area preferred. 
  • Completion of a 4-year DOL certified Relay Technician apprenticeship program or equivalent certified apprenticeship program. 
  • Must possess and maintain a valid Class A Commercial Driver’s License with air brake endorsement or have the ability to obtain one within the first 90 days of employment. 


  • Must possess solid state electronics background. 
  • Proficient in trouble shooting of system protection problems and schemes. 
  • Working knowledge of Electrical Theory. 
  • Must possess schematic reading and diagnostic skills. 
  • Understanding of protective relay principles and their application to three phase power systems. 
  • Knowledge of relays used in transmission and distribution networks, generation, transformers, and substation applications. 
  • Understanding of wiring techniques. 
  • Familiar with substation Remote Terminal Units and SCADA equipment. 
  • Knowledge of Intelligent Electronic Device (IED) protocols. 
  • Knowledge of LANs, routers, and switches. 
  • Strong computer skills, including proficiency in Microsoft Excel, Word and Outlook. 
  • Must have organizational and record keeping skills. 
  • Must be able to work with minimum supervision. 
  • Strong verbal and written communication skills and the ability to interact in a team based environment. 
  • High regard for the goals of the company and its employees. 
  • Demonstrate agility by adjusting to changing circumstances.
  • Ability to interpret manufacturer’s equipment manuals. 
  • Demonstrate safe work ethic.

  • Ability to learn and utilize Company software applications. 
  • Ability to maintain proficiency with new systems and software as technology evolves. 
  • Ability to accurately read and interpret electrical drawings. 
  • Ability to accurately revise drawings as necessary. 
  • Skilled in the use of advanced electrical and electronic test equipment, including oscilloscopes, multimeters, relay test sets (both automatic and manual), and calibration equipment. 
  • Ability to read electrical control schematics and maintain/update different types of electrical equipment drawings. 
  • Ability to create and debug relay test macros. 


  • Must be able to perform the requirements of this position, with or without a reasonable accommodation.
  • Must be physically able to lift in excess of 50 pounds on a daily basis. 
  • Capable of sitting, standing, walking, climbing, kneeling, twisting, crawling and squatting as required throughout the workday.
  • Must be capable of working outside throughout the workday while being exposed to heat, cold, rain and snow. Must be able to perform physically demanding activities under these circumstances including lifting, lowering, carrying, reading and inspecting. 
  • Must be able to walk and work in uneven terrain. 
  • Perform some tasks from ladders. 
  • Must be able to work with and distinguish between colors.
