In this role you will directly support the Regulatory and Finance Manager in the development of jurisdictional cost of service studies and rate design.  Prepares and assists in communicating information for filings with the appropriate Commissions and/or regulatory body and internal decision making. Responsible for the development, analysis, interpretation, and communication in support of pricing strategy and design.    

SALARY RANGE:  Determined by the knowledge, skills and abilities of the applicant.

  • Analyst II:  $73,700 - $110,600 / Grade 14
  • Senior Analyst: $86,550 - $129,900 / Grade 16 
  • Principal Analyst: $90,250 - $148,750 / Grade 17

REPORTING RELATIONSHIP:  Regulatory and Finance Manager

LOCATION:  This position may be located in Denver, Colorado or our Corporate headquaters in Rapid City, South Dakota.

  • Relocation financial assistance is available. Amount may vary based on individual circumstances.

ESSENTIAL JOB FUNCTIONS:

  • Support the preparation of comprehensive jurisdictional class cost of service studies, to ensure accurate and timely cost information is available for rate reviews, and other rate design needs. 
  • Support the development of new rate design proposals or modifications of existing rate structures. Ensure an effective pricing strategy and designs that gain regulatory approval and supports the accomplishment of business objectives.
  • Facilitate intervenors and Commission staff data request responses during rate review proceedings.
  • Establish strong relationships across the Company and with external stakeholders. 
  • Prepare and support business-specific research on emerging regulatory rules and procedures, interpret results, and make recommendations that align with Company policies and initiatives.
  • Perform assigned duties in a professional manner to facilitate the objectives and goals of the various internal task force groups to develop and implement the Company's strategic action plans. 
  • Other duties as assigned.

QUALIFICATIONS:

Analyst II:

  • Minimum of (3) three years of experience in finance, accounting, regulatory or related field required.
  • Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field of study required or equivalent combination of education and experience is required. 

Senior Analyst:

  • Minimum of (5) five years of experience in finance, accounting, regulatory or related field required.
  • Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field or equivalent combination of education and experience is required.

Principal Analyst:

  • Minimum of (7) seven years of experience in finance, accounting, regulatory, testifying in front of a state regulatory body, or related experience required.
  • Bachelor’s degree in Engineering, Business, Accounting, Finance, Economics or related field or equivalent combination of education and experience is required. 

KNOWLEDGE/SKILLS/ABILITIES:

  • Ability to testify before a state utility regulatory body.
  • Detailed knowledge of industry class cost of service studies and pricing strategy, or revenue requirement procedures.
  • Excellent user capabilities with MS Office software (proficiency in Word, Excel, Outlook and PowerPoint.  Experience working with database and collaborative software tools (FileNet, Sharepoint, etc.)  
  • Strong quantitative and analytical skills, and the ability to perform sophisticated analysis.
  • Understanding of financial analysis.
  • Strong organizational skills with the ability to manage due dates and priorities effectively within a fast-paced environment.
  • Ability to apply strong attention to detail while understanding and considering the overall vision.
  • Excellent verbal and written communication skills with ability to communicate difficult topics to internal and external stakeholders.
  • Ability to demonstrate initiative and to work independently as well as with a team.
  • Ability to maintain strict confidentiality of business information.
