Manage and direct air emissions testing and related compliance activities for Black Hills Electric Operations in Colorado, South Dakota and Wyoming and for Black Hills Gas Operations in Arkansas, Colorado, and Wyoming. Provide regulatory and technical support for air quality continuous emissions monitoring systems (CEMS) located at thermal electric generation plants.

SALARY RANGE:   $95,350 - $157,300 (Determined by the knowledge, skills and abilities of the applicant.)

LOCATION: Denver, Colorado

ESSENTIAL JOB FUNCTIONS:

  • Demonstrate and maintain excellent safe work ethics to ensure a safe work environment.
  • Perform and run emissions testing projects for electric power generation, natural gas compressor stations, and air pollutant sources at natural gas transmission and storage sites.
  • Provide CEMS support including but not limited to data validation, QA/QC audits, and reporting.
  • Develop and implement compliance reports and other tools that will assist the business unit in meeting their permit terms and applicable air quality regulations. 
  • Review and interpret rules and permit conditions associated with CEMS and emissions testing.
  • Handle air quality permits and assistance operations with compliance. 
  • Provide technical information to management to support compliance with various federal, state and local environmental programs, with primary focus on air quality regulatory matters. 
  • Provide technical assistance, as needed, to support compliance with other regulatory programs outside the scope of air quality. 
  • Assist with the development of corporate-wide environmental policies and consistent training and management programs that can be used by all Company business units. 

ADDITIONAL RESPONSIBILITIES:

  • Work effectively in a cross-functional team environment. Maintain visibility and communication by conducting site visits, conducting and attending monthly environmental and/or operational issues meetings with the business unit, attending monthly environmental department staff meetings and being available for supporting other business units as needed.
  • Represent the company as needed at regulatory meetings.
  • Other duties as assigned.

QUALIFICATIONS:

  • Minimum (10) ten years of experience directly related to state and federal environmental regulatory programs applicable to at least one of the following: air quality emissions testing or continuous emissions monitoring system required. 
  • Bachelor’s degree in Environmental Science, Engineering, Chemistry, Geology or related field or equivalent combination of education and experience required.

KNOWLEDGE/SKILLS/ABILITIES:

  • Ability to work at heights of approximately 100 feet.
  • Must possess the knowledge, skills, and abilities of one job function, CEMS or Emissions Testing.
  • Ability to read, interpret, and communicate Federal and State regulations, including permitting and compliance requirements such as 40 CFR Parts 60, 63, and 75.
  • Strong customer service skills with ability to anticipate problems, develop alternatives and initiate workarounds. Can determine needs and priorities and prioritize/complete multiple tasks in a timely manner with minimal supervision. Establish schedules/guidelines for others.
  • Ability to provide effective work direction to others; excellent verbal and written communication skills; can effectively communicate analyses to project management, division directors and corporate management.
  • Ability to work effectively in a team; lead problem solving groups, develop solutions and implement actions; acts as a role model; ability to mentor/coach junior environmental professionals.
  • Proficiency in computer applications including Word, Excel, PowerPoint and Outlook Database development and ability to demonstrate managements skills in SQL. Knowledge or ability to learn Teledyne Monitor Labs software. 
  • Ability to interpret government regulations, develop and implement compliance directives.
  • Ability to facilitate and implement process improvements in a team or as an individual, with potential division/corporate impact.
  • Demonstrates the ability to prioritize issues, develop and implement solutions.

Specific lifting abilities required by this job include: Light work. The employee is continuously moving about the job site or office space. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. If the use of reaching and moving controls exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level and occasionally outdoors in sometimes inclement weather. Worker may be subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height or close quarters. Willing to travel up to 15% (e.g., 3.5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
