Responsible for implementation, oversite, and continuous improvement of PHMSA regulations associated with the gas transmission mega rule.   This position will partner with Asset Risk managers (DIMP, TIMP) as well as state operation teams. The management of gas flow models will be critical for future growth and reliability investment.  This position is an important link between engineering teams, state operations, financial management and regulatory.

SALARY RANGE:   $84,050 - $126,100 (Determined by the knowledge, skills and abilities of the applicant.)

REPORTING RELATIONSHIP:  Director, Asset Risk Management, Engineering & Standards

LOCATION: This position can be located in Fayetteville, Arkansas, Council Bluffs, Iowa or Cheyenne, Wyoming.

ESSENTIAL JOB FUNCTIONS:

  • Responsible for the continued development, implementation, and management of company’s Mega Rule program.
  • Partner with gas operations to implement and align capital investment strategies to follow Mega Rule.
  • Assist and support the other integrity and capital activities within the department.
  • Supervise the implementation and oversee the material verification program to ensure testing and analysis controls are maintained throughout the process.
  • Act as the subject matter expert for the company on matters associated with Mega Rule.
  • Develop the necessary technology and tools to aid in the management of the program.
  • Maintain system metrics that easily convey Mega Rule activities and compliance with PHMSA regulations.
  • Develop, maintain, and improve standardized processes and procedures across the service territory (NGU)

ADDITIONAL RESPONSIBILITIES:

  • Support safety, diversity, and social responsibility goals of the department, business unit, and corporation.
  • Assist in the creation of department budgets and financial tracking activities.
  • Contract and coordinate a multitude of specialized consultants and professionals for program development, implementation, and continuous improvement needs.

QUALIFICATIONS:

  • Minimum of (5) five years of industry related experience required. 
  • Bachelor’s degree in Engineering, Finance or related Science field or an equivalent combination of education and experience required. 

KNOWLEDGE/SKILLS/ABILITIES:

  • Familiarity with 49 CFR 192. 
  • Prior program management experience is helpful. 
  • Demonstrate good technical, financial and operations knowledge.
  • Strong interpersonal and communications skills.
  • Effective presentation, facilitation and training skills.
  • Ability to manage projects of varying scale simultaneously.
  • Ability to thoroughly document analytical work.
  • Team player and demonstrated ability to effectively lead in such an environment.
  • Demonstrate the ability to present and report analytical material in an easy-to-understand manner.
  • Ability and desire to influence and implement ideas into action where there may be obstacles in current setup.

Specific lifting abilities required by this job include: Light work. The employee is continuously moving about the job site or office space. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. If the use of reaching and moving controls exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level and occasionally outdoors in sometimes inclement weather. Worker may be subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height or close quarters. Willing to travel up to 25% (e.g., 1 week or 5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
